I remember when my cats got missing from a paid boarding facility in Laval while I was in Europe. My cats carry microchips, they are registered, the info at the database are kept up to date and the minute I got the info that my cats are lost their status in the pet register was changed to missing.

BB - one of.the first facilities I contacted ignored my emails and phone calls trying to report my cats missing.
Their comment after I filed a complaint at the city of Laval:
"A responsible pet owner will search for his pet and claim it. He has to show up in person to identify his pet and to claim it. He has five days to do so. And there is no law forcing us to check for microchips on found/abandoned pets."

It's easy for mayors and mapaq to ask pet owners to be responsible.
Start protecting pets of responsible pet owners.

I am still missing one cat. Since three years I am searching.

Mapaq and.mayors of.cities in Quebec:
Start supporting responsible pet owners.
Make it mandatory for everyone dealing with lost/stray/found pets to check for microchips on every new pet.
Make it mandatory to follow through when a microchip has been found.

Make it mandatory to.microchip and.register every pet, yes, even cats.
This way you have the chance to.rehome every lost/stolen/missing pet.
And you have the.chance.to identify irresponsible pet owners and people stealing pets.
